Definition:
Chemical refers to a distinct compound or substance, especially one which has been artificially prepared or purified.
Purpose:
The purpose of this procedure is to ensure that all risks associated with the storage, use and disposal of chemicals within Stylecraft workplaces are controlled and managed accordingly.
Scope:
This procedure applies to Stylecraft workplaces including all employees and visitors until present within the premise of the facility.
Objectives of this Procedure:
- To introduce the need for a systematic approach to use of hazardous chemicals.
- To identify the likely scope and reasonable elements of a chemical management plan, including best practices which may be incorporated into newly developing systems.
- To emphasize the importance of documentation, and provide a basic framework for a written plan.
Chemicals Used in the Facility:
- Chemicals used as fuel: Diesel
- Chemicals used for maintenance purpose: Machine oil
- Chemicals used in operation: Spot lifter (JJW- 833)
Effective Date:
- The SOP will effect from 14th September 2017.
Review Date:
SOP will be reviewed annually but based on urgent requirement with appropriate authority approval it may happen any logical date & time.
Responsible Person and Responsibility:
Responsible Person for Implementing this Procedure:
- The official designated as the Executive or above under Compliance/ Health & Safety wing under HR/Admin department will be responsible in managing this procedure.
- He is responsible to provide training to all relevant people relating to chemical management of the facility.
Responsibility of the Chemical Responsible Person:
- Chemical responsible person is responsible to make sure that this procedure is established, communicated, implemented and maintained in all aspects.
- He is responsible to ensuring the review and necessary amendments whenever it is need.
- He is responsible to ensure procurement of chemicals with all necessary MSDS, RSL/MRSL Guarantee letter and relevant other document.
Responsibility of Chemical Handler:
- Chemical handler (whether for storage, user or waste handler) will ensure the proper handling of chemical with following the expectation mentioned in this procedure.
- Chemical handler will handle chemical with using proper PPEs.
- Chemical handler who is working for the chemical storage facility will make sure that chemicals are stored with following all the expected norms mentioned in this procedure.
- Chemical waste handlers will handle chemical waste with using proper PPEs and waste collection materials.
Responsibility of General Employees:
- General employees (who are not supposed to handle chemical) will make sure that they do not get in close contact with chemicals.
Standard Operating Procedures:
Procurement:
- The procurement department will procure chemicals with avoiding the chemicals mentioned in RSL and MRSL of all the buying stakeholders. Chemical procurement team will work with the compliance and CSR team to ensure that all relevant documents meet the legal requirements prior to making any purchasing decisions.
- Obtaining Material Safety Data Sheets (MSDS) when procuring chemicals, procurement department will obtain MSDS from the chemical supplier.
Handling:
- Safety Data Sheets (SDS) shall be obtained and reviewed before ordering and using chemicals.
- Hazards associated with materials are in use shall be well-known.
- Emergency preparedness and response shall be well-known to all chemical handlers.
- Necessary supplies and equipment shall be available for handling small spills.
- Location of safety equipment such as emergency shower, eyewash, fire extinguisher, fire alarm, and emergency telephone numbers shall be well lit and available at chemical storage and handling area.
- Chemicals will be used as directed and for their intended purpose only.
- Smell or taste of hazardous chemical is strongly prohibited.
- Direct contact with any chemical is strongly prohibited.
- Usage of appropriate PPEs is must to avoid exposure.
- Smoking, drinking, eating and the application of cosmetics is forbidden in areas where hazardous chemicals are in use.
- Proper ventilation shall be adequate for the chemical materials that are in use.
Storage:
- All containers of hazardous chemicals shall be properly labeled with the identity of the hazardous chemicals and appropriate hazard warnings.
- Flammable materials shall be stored in an approved, dedicated flammable materials storage cabinet or storage room.
- Chemicals should be stored no higher than eye level and never on the top shelf of a storage unit.
- Avoid storing chemicals on the floor (even temporarily) or extending into aisles.
- Liquids shall be stored in unbreakable or the storage cabinet should have the capacity to hold the contents if the container breaks.
- Look for unusual conditions in chemical storage areas, such as:
- Improper storage of chemicals
- Leaking or deteriorating containers
- Spilled chemicals
- Lack of or low lighting levels
- Blocked exits or aisles
- Doors blocked open, lack of security
- Open lights or matches
- Fire equipment blocked, broken or missing
- Lack of information or caution signs
- Emergency phone numbers are available.
- All stored chemicals, especially flammable liquids shall be kept away from heat and direct sunlight.
Disposal:
- All empty chemical containers, bottles, packaging materials, residues will be disposed of following as below:
- All empty containers and bottles will be handed over to the waste contractors.
- Packaging materials (Papers) will handed over to the paper collectors.
Ensuring Health & Safety:
Work Area:
- Keep the work area clean and uncluttered.
- Never handle chemical if the person is not assigned.
- Always use adequate safety measures.
Chemical Storage and Inventory:
- Follow chemical storage and compatibility guidelines.
- Maintain lean, well managed chemical inventories to avoid fire code violations and subsequent inventory reduction measures.
Evaluate the Hazards:
- Read the MSDS before beginning work with a chemical.
- Follow hazard control plans for extremely hazardous materials.
- Pay proper attention to control measures for all flammable chemical.
Never Underestimate Risk:
- Do not try to take smell or taste of any chemical.
- Do not try to mix chemicals. Any mixture will be more hazardous than its most toxic component.
- All substances of unknown toxicity are highly toxic.
- Do not eat, drink, store food, smoke or apply cosmetics in areas where chemicals are in use.
- Wash your hands before and after using chemicals.
Emergency Preparedness and Response:
Immediate Action:
- Isolate area of spill by shutting doors or use of other means.
- Take action to stop the release and prevent or minimize releases to storm sewers.
- Do not initiate evacuation unless otherwise advised by emergency responders.
- Thoroughly wash exposed areas of the skin with soap and water.
- Refer to the MSDS for the spilled material.
- Use appropriate spill supplies to contain spill.
- Notify the chemical responsible person immediately.
- Manage waste properly.
Exposure or Injury Reporting:
- If there is any exposure or injury involved, complete a first report of injury and submit it to the chemical responsible person.
Follow-up:
- Investigate all spills and take appropriate steps to prevent similar spills.
Training and Competency Development:
- Relevant training on chemical management shall be provided to all officials subject to identify the training need assessment by the responsible person.
Documents and Documents Control:
- A periodic chemical inventory shall be done by the assigned person and shall be submitted to the chemical responsible person.
- This inventory shall be available to show key stakeholders whenever in need.
